Sounds like the layer is still a floating selection.
If this is the case, you should see a layer at the top of your layers
dialog the reads "Floating Selection (pasted layer)
When you make the selection, (marching ants) you can use your regular
copy & paste shortcuts.
Ctrl+C & Ctrl+v
After you enter Ctrl+v, just click the new layer button at the bottom of
the layers window. This will put your selection on a new separate layer.
This will also give you the freedom to move it around for placing it on
whatever background layer you are using.
