Doesn't work for me either, but binding to @ (the character produced by
holding down shift and 2 on my keyboard) works for me.

I'm not sure if this is a bug in the current bindings, since I've always
had 2 3 4 5 shifted & unshifted bound to changing brush size and
hardness.
