If you scale from 1200x800 to 250x250 you will change the "aspect ratio"
and the result will look squashed or squeezed.

First scale to 250x166 (in this case) and then use image->canvas size to
make the image be 256x256, and then use image->flatten image (or in the
Resize Canvas dialogue box say "resize image-sized layers"), so that you
don't end up with a "transparent" chess-board effect.
