FWIW, this is the same button layout result I saw when I loaded the
GIMP themes available here:

This problem was persistent when I switched back to a default theme,
but corrected itself when I restarted the GIMP.  This happened on
Mint 14 w/Cinnamon, GIMP 2.8.2

The themes noted above have a lot of potential, other than that
detail.  I would love to see "dark" themes available in the default set.
