I've tried via editing the preferences but can't set Ctrl+mousewheel up for
zoomin in...
1.Usually it comes as default setting in many applications, not just GIMP.
If you don't have/care_about other shortcuts you've already set, reset
keyboard shortcuts to default values in Preferences>Interface;
2.Otherwise, assign Ctrl+mousewheel event to zooming in and out action
in Prefences>*Input Controllers>Main Mouse Wheel*
Make sure it's added to Active Controllers. 2x click on it to brows Events.
Edit.
