Good, so here my two ideas (I hope they aren't implemented yet). 

1. Option to center-align a layer(s) horizontally / vertically or both within the frame. 

2a. Select 2 or more layers with ctrl + left-click for transforming them at the same time:            move/scale/rotate/align. 

2b. Left-click on layer y[1] , then Shift + left-click on layer y[2] or y[n] to select 2-n layers simultaneously for move/scale/rotate/align.

Maybe you didn't do it on purpose, but just in case, I prefer to remind
it. We don't have personal infinite time so cannot afford to help
everyone individually (well not if I want to keep sanity!).

There is no single UX maintainer in GIMP. Everyone can propose ideas
and/or patches. If the ideas or patches are obviously good, one of the
core developers may just implement the idea or merge the patches.

If the suggestions are not so obvious or require discussions, then it
may happen here or on IRC for instance.

Please do tell. It's more efficient to just tell your ideas than letting
us hanging there. :-)
