Usability wise, I think it's an industry standard to have black on
bottom (PS and Illustrator are also like this). Gimp was also until
the change.
As a side note, the fact that other software do some way is *not* a usability point. There may be reasons why all the software do some way, and that reason could be a usability reason. But copying other software just for the sake of it is not IMO.
Of course, I'm just doing the devil advocate here. If there is no usability reason to do the opposite either, why not do the same? I understand this too. ;-)
I understand on the Bug Report. Wasn't sure if it was an intentional
change that somehow updated without my knowing.
I don't think it is. As far as I know either at least. Please open a bug report. Someone will have a look at it. :)
Oddly, it's also changed for a few others on windows (I'm on linux)
that weren't aware of any changes.
May I ask if it's changed for you? If so, do you remember it being
black on bottom before?
As I said in my previous email, I just test on 2.8.20 and I also notice the black on the left, same as you. Master still has black on the bottom, which kind of make me believe even more that it's just a bug.
I can't say though if that were different before. But the fact the help pages also show it with black on bottom (I haven't verified, but if you say so…) is a good hint that it has changed.

Hello,
I'm a long time Gimp user, and day before yesterday I noticed the
gradient changed on the color picker.
It used to be black on the bottom, now it's black on the left.
Google image search shows black on the left, but your help pages
show
black on bottom.
I didn't change anything locally and no updates were performed.I
attached an image of what I'm talking about.
"color-picker-now.png" is how it looks for me now.
"color-picker-correct.png" is how I remember it looking 2 days
ago.
Indeed. Testing now, I can see that on GIMP 2.8.20, the black part
of the gradient is on the left. On master though (the development
branch), it is on the bottom.
Shouldn't it be black on the bottom??
I don't know what is the right one here (if there is such a thing
as "right" for this case) but if this changed for no reason, that's
likely an issue. If you could determine on which version of GIMP
this changed, this would be useful.
Also you should rather open a bug report:
er_bug.cgi?product=GIMP [2]
This mailing list is dedicated to user interface and usability
discussion. Therefore we could discuss on whether one direction of
the gradient was better than the other (though I guess it does not
actually matter other than being used to one?). But here it looks
more like a bug (direction changed for no usability reason, as far
as I know?), no?
Thanks.
Jehan
Thank you!
