The current bugs reported for GIMP-Manual have assignees and QA contacts that
point to individuals.

I do not know if all of them are even active anymore - pretty sure Roman isn't
- but in any case, this makes tracking bugs via email notification harder for
anyone but the current assignees/qa contacts.

I propose to add a new user or use the bugs gimp org one for either assignee or
qa contact. This enables bug tracking and email notification simply by watching
this one user, instead of all the currently used ones.
