[Gimp-docs] cleanup

Suggestion:

1) Delete

ChangeLog.pre-2-4
ChangeLog.pre-2-6

from the root dir

2) All the xml comments are old and unapdated. IMHO they only take space
in source. They remain in the old GIT versions for reference but are all
outdated and unused.
