We are a small team. Every bit of new code should have a maintainer,
otherwise it will get broken eventually, and there will be noone to take
care of it.

We know that people have problems with the third-party DDS plugin at least
on Windows. Adding the plugin to the default GIMP installer wiĺl not
magically fix everythng that is broken.
