Here's how to reproduce it on Linux:

Go to File->Open (or File->Export, etc.)
Navigate to any directory using the folders on the left.
Double click to select any folder that looks like a good place to open/save.
Type something.
Note the filename, while highlighted, never changes
Note a mysterious box in the lower right collecting your keystrokes

Version: GIMP 2.8.4 as shipped by Ubuntu.
