If you just want another view showing the full image why don;t you just create another view using View->New View?
This will avoid the issue you have trying to use the navigation dialog in a way it wasn't intended....and would seem easier than recompiling gimp...

The display navigation dockable dialog has everything outside the
highlighted area dimmed. If you have a dual monitor set up it is
useful to use the display navigation as a full image on the second
monitor while working on details on say (especially) a Cintiq which is
what I have. There is no option to change this dimming. In my
Git/gimp/app/widgets directory there is gimpnavigationview.c. In this
file there appears to be text controlling this appearance to do with
Cairo. It looks like the alpha value can be changed. Can someone
confirm if this is correct so I can change it and recompile? I think
this should be an option within the display navigator similar to the
highlight checkbox when making selections.
