first, you probably want to subscribe to this mailing list - messages from non-subscribers have to be manually approved and that sometimes takes days or weeks.

Ubuntu 13.04 normally only has gedit 3.6.2.  Did you get gedit 3.8.2 from the GNOME 3 PPA at https://launchpad.net/~gnome3-team/+archive/gnome3, or did you build it yourself?

If you want to run gedit 3.8 and other GNOME 3.8 applications, I recommend running the daily build of Ubuntu 13.10, which includes gedit 3.8.3, for example.  I've been running 13.10 for months and it's quite stable.  You can find 13.10 at http://cdimage.ubuntu.com/daily-live/current/ .
