[gedit-list] upgrading from 2.x to 3.x - migrating user settings, metadata for external tools

I recently migrated a home directory from an Ubuntu 9.10 system, running
gedit 2.26.1, to an Ubuntu 12.04 system, running gedit 3.4.1.

Is there a recommended procedure for migrating the settings, tools, and
plugins?

The settings didn't carry over. I noticed I had to re-enable the various
stock plugins that had been in use.

I noticed that the external tools used to be stored in
.gnome2/gedit/tools/ and are now stored in .config/gedit/tools/. It
appears that simply moving the external tool scripts to the new location
doesn't make them available through the UI. It appears there is metadata
about the tools stored elsewhere, and I haven't yet found where that is.
In gconf?

Are the 2.x plugins worth moving, or has the API changed?
