I'm not sure that's actually the proper location for the lang file, you
could try ~/.local/share/gtksourceview-2.0/language-specs/todo.lang.
Otherwise, maybe the text/plain mime type is not allowed? (although I
doubt that).

When  you run gedit from a terminal, does it show you any errors?
