CMake Error at src/CMakeLists.txt:408 (message): vapigen must be installed to build Geary.

I believe you need to install the vala-tools package.

I recommend looking at the INSTALL file (which can also be found at [1]). I lists Geary's dependencies and includes a Fedora command which will install them all at once.
