Seems some have reported that the "Deny TCP connections to the
Xserver" setting can disable XDMCP.  Does changing this setting
make a difference?

Are you using IPv6?  There have been some reports that XDMCP has
some issues with using IPv6.  Note a bugfix went into 2.18.0 that
fixes a problem in this area.

There's an XDMCP patch that has been in this bug for a long time
but not yet applied to GDM.  Does using it make a difference?

Hopefully some of these ideas help.  Let me know.  If not, then I'd
recommend turning on Enable=true in the [debug] section of your GDM
configuration and sharing with us the error messages that get sent
to your system log (/var/log/messages or /var/adm/messages).  You
only need to share the debug messages that show the XDMCP traffic
that should be at the end of the log immediately after you create
the error situation.

Note you need to restart GDM (gdm-restart) after changing the
configuration for it to take effect, or you can run this command
if you don't want to restart:

  gdmflexiserver --command="UPDATE_CONFIG debug/Enable"
