Yes, I have that in both
  /etc/dbus-1/session.conf
and
  /opt/gnome220/etc/dbus-1/session.conf
(actually a gnome2.23 build)

Yes, it seems to be correct in jhbuild:

murrayc murrayc-desktop:~$ echo $XDG_DATA_DIRS
/usr/local/share/:/usr/share/:/usr/share/gdm/

murrayc murrayc-desktop:~$ jhbuild shell
murrayc murrayc-desktop:~$ echo $XDG_DATA_DIRS
/opt/gnome220/share:/usr/local/share/:/usr/share/:/usr/share/gdm/
