That is normal and it isn't something I would expect a developer list like
this to ever want to change.  Google for "Reply to considered harmful"

Better to accidentally send a mail to one person than to spam a list of
hundreds.  Mutt and many other mail clients support Reply-to-List, lazy
people like me use Reply-All (although I usually get in the habit of
delete the extra CC if people mention it bothers them).

This seems to be the relevant request to add support for this standard to
Thunderbird  https://bugzilla.mozilla.org/show_bug.cgi?id=233417
