Works For Me ;)

I use mozilla 1.5b but epiphany from a week or so ago, and do not
experience any problems with it.  If it was a bug in Epiphany, it was
fixed (this downloaded a 50 byte file for me).

Though, this is not a "file with an 8bit character", because the name
here is UTF-8 encoded.  I also remember downloading a bunch of files
with similar URLs (like UTF-8 cyrillic) with "old" Epiphany, and never
had Epiphany hang for me.
