garnome download only

I'm in a circumstance where I have high speed internet for part of the 
day (when I'm in Manhattan) and otherwise do not.  It is extremely 
painful to have garnome download large packages on my dialup 
connection.  Is there a way to do a make download so that garnome 
downloads packages of all dependencies at once, without doing a 
compile?

Is there a way to make garnome download to the GARCHIVEDIR instead of 
to the download dir in each library/application's own folder?  I'd like 
to be able to blow away my garnome source folder and redo an install 
without having to run through all of the downloads again.
