BUILD_CLEAN broken

hi, I'm pretty sure BUILD_CLEAN is broken in 0.15.0, though I'm not 100%
positive. At the very least it doesn't work how it used to. I don't have
a big enough hard drive to build garnome w/o it. So if you could look
into that I'd appreciate it a lot.
