If multiple people would have read/write access to the same hardlink in their home directory and /var/games this could be a security liability and also a hassle for setting this stuff up on new user creation, I guess.
Also, the new scores are using a gconf-based system, if I remember correctly. I don't think you can simply hard link them around.
