As Corey already told you, "non commercial" is not free and can't be used.

If you want to include license information *inside* the SVG file, you 
can use the same method we are using at the Open Clip Art Library: put 
all the needed metadata inside a RDF section.
You can do this either manually with any text editor or using Inkscape:
