There are a lot of ideas in the mockup:
- for pretty graphics, 16x16px is not enough for sprites, so i made some at 32x32 with gradients, smooth edges and shadows. Scaled versions of the same theme at 24x24 and 16x16 are included as reference; - if the grid size is 32x32 then possibly the game window would be too large, so i experimented with 32x32px sprites an a 24x24 and 16x16 grid. In this case, z-order matter and have to be considered. 16x16 grid look IMO too busy; - another idea is to alter the perspective from the traditional top-down view to a slightly isometric one. I found it better looking but the windows have to be even larger. This can be combined with a smaller grid (24x24), where the z-order have to be considered again.

Simple top-down view with bigger sprites is already doable, the game was recently made resizeable (http://bugzilla.gnome.org/show_bug.cgi?id=80240#c27) so it is just a matter of changing the defaults. For other modes (different grid size, isometric) there may be additional CPU usage, but i can't say how much (and neither i am able to translate the mockup in code).
