Overview of changes since NetworkManager-1.16.2

This is a new stable release of NetworkManager. Notable changes include:
* Fix netlink for WireGuard with strict checking in kernel 5.2+.
* Fix handling OVS devices when restarting NetworkManager.
* Fix restoring serial port settings before terminating pppd.
* Avoid connectivity checking on devices without IP configuration.
* Fix mangling static IPv6 routes.
* Other various bug fixes and improvements.
