  arv_stream_timed_pop_buffer is now arv_stream_timeout_pop_buffer
  arv_camera_(get/set)_gain use a double value for gain
  arv_camera_get_gain_bounds also use doubles

Changes:

  * viewer: internationalization support
  * viewer: widget are now insensitive if feature is not available
  * viewer: fix gtk requirement
  * viewer: add optional support for gtk3
  * viewer: fix flicker on window resize
