This is of course possible, should a situation arise where it is desirable.

But it's a massive burden to put on volunteers. Both Mozilla and Eclipse
have full-time staffs who spent a lot of their time working on this
issue. Mozilla and Eclipse also have, I believe, orders of magnitude
fewer contributors to find and convince.
