Well, I think GMAE can be a good candidate for "development".

I've filled two application forms so far (WSOP and GMAE). I was
considering doing a third one for GNOME in general, but the application
form is just not friendly for this kind of general application. I would
have loved to apply for "innovation", since GNOME has been innovating in
various ways since the beginning...

But it's also good to not apply for all categories :-)
