Behdad's reply pretty much said it all:

I'd also add that I don't think certification is
bureaucratic work. It's a checklist of things that
fairly sane gnome apps should be doing anyway. I don't
see which of the proposed points on
http://live.gnome.org/GnomeCertification are
unreasonable. In most cases, I'd be filing a bug if I
noticed an app didn't do them.
