Wouldn't the creation of a website like WikiPriorArt.Org help tackle
most of the problems created by software patents?
That can only help with software patents for which prior art exists to
be found. If the patented idea was in fact known to the public, but
no public statement can be found to prove this, nobody will find any
prior art. Or if the patented idea was not yet known to the public at
the time, nobody will find any prior art.
Furthermore, one needs someone capable of pursuing the matter to a
court case or to reexamination. Therefore, while this activity may
help remove some patents, it is not a solution to the problem of
software patents.
