It's definitely not this definition.  People in various parts of gnome 
have influence over the maintainership and I have never in my experience 
seen tyranny of a maintainer that they wouldn't listen to new ideas.  

I think GNOME culture overall has been pretty good and we've been moving 
forward.  The test of our maturity as a project can be seen from the 1.x 
to the 2.x series.
