The only real requirement is that you're a member of the GNOME
Foundation (see 
http://developer.gnome.org/doc/policies/accounts/mail.html and
http://developer.gnome.org/doc/policies/accounts/requesting.html).

There is also a technical limitation though -- your @gnome.org mail
alias must match your cvs username (if you have one).
