    You are right - these are serious concerns. And of course, whenever one
    relicenses things (such as automatically extracted from the code bits)
    under a different license, copyright owner must be asked.

That is true, and it is one of the reasons why getting copyright
assignments so that a whole package has one copyright holder is
important.

However, there is no doubt that it is desirable for this autogenerated
documentation to be available under the GFDL.  So it would be a good
idea to begin asking the copyright holders for permission now.
