No, it just means that you have to distribute some software *with* the fonts.  The sole purpose of that clause was  to defeat other font vendors from taking Vera and dropping it into their font sales systems.  Bitstream did not want to enrich their competitors.   The fact that dafont.com is doing so is in violation of the license, and I will bring it to attention of dafont.com and Bitstream.

Really nice looking font. Congratulation for making it happen.

Note that the DejaVu font family has much wider coverage and additional faces, and was derived from Bitstream Vera, but does not use Bitstream in its name (nor was it approved or quality controlled by Bitstream).  Again, the font license was to protect Bitstream's trademark.
