Progressively switching to GtkBuilder

To anyone submitting patches:

Hey fellow developers and contributors.

libglade is in the process of being deprecated in favor of GtkBuilder.
So, starting of this exact minute, I won't accept any patches modifying
a .glade file in f-spot. If you need to touch a dialog created with
glade, it sound like the right time to port it to GtkBuilder.

Ask for help in the channel on how to do this, or help for doing it, as
I didn't yet at the time to document the process.

Obviously, there will be some exceptions, but don't count too much on
them :)

This policy is not about slowing the contributions or whatever, it's
just about spreading the transition workload to everyone's shoulder.
