Just a thought: The first time Flickr export is done, the F-Spot Flickr 
export plug-in could query this setting, and if it's disabled, prompt the 
user if he wants to change it.
I'm not a Flickr user, so I'm not very interested in writing this; but 
real, live Flickr + F-Spot users might be!
