The thumbnails are remembered, because it uses gnome's standard thumbs
(.thumbnails/large IIRC), which are "local".
Actually there's no archive function implemented. There's a request for
that on bugzilla!

Have a look at Conduit. It should support F-Spot, though I don't know at
what stage.
