You can get the patch here:
http://sources.gentoo.org/viewcvs.py/*checkout*/gentoo-x86/media-gfx/f-spot/files/f-spot-0.3.5-picasa_fix.patch

apply the usual way: go to f-spot source root and type
patch -p0 < location_of_the_patch

After this recompile and reinstall f-spot.
