missing mono.pc

hi,
i installed all the mono-stuff, but when i run
"./autogen.sh --prefix=${HOME}/unstable/f-spot --disable-scrollkeeper"
i get the error message:
"checking for mono.pc... configure: error: missing the mono.pc file,
usually found in the mono-devel package"
what package contains the mono.pc?
