Question: should f-spot always attach an encoding to all pages, to make
the pages completely autonomous w.r.t. encoding, or not for iso-8859-1
and us-ascii, when it is mostly not needed, but may sometimes be missing
(e.g. server with DefaultEncoding of utf-8 or any asiatic encoding, but
user does generate its pages using a C or ISO-8859-1 compatible locale?)
