I submitted a patch a few days ago that basically solves this same
problem.  It allows you to modify the date and time at which one or more
photos were taken.  It's accessible via the Edit menu and the context
menu for a selection of photos in the IconView.  The patch is attached
to bug http://bugzilla.gnome.org/show_bug.cgi?id=302567  It uses the
stock DateEdit widget.
