By default, Evolution stores files on the system drive. I have a
relatively
small system drive for Linux Mint 20.3 - how can I relocate storage

Evolution stores your local content in your home directory. If that's
on the small system drive, then that is the root of the problem (pun
intended). You could create a separate directory on another partition
and leave a symbolic link, but really the best thing would be to move
your /home to a larger drive, which is more or less the standard
practice nowadays. Consult your distro's documentation for how to do
that.
