This likely is not a problem in Evolution itself.
Does it work in other GNOME applications, like Nautilus? If not, then

No, and this is not an issue in Evolution itself. See

4. Is it possible to change the appearance of Evolution - folder
colour, colour of toolbar, column headers etc. - in a css file?
I hope not. This is what system-wide themes are for, so all GNOME
applications share a consistent appearance.
