distro version on its own doesn't tell much to many people, you should
claim the Evolution version instead (can be from Help->About).
with the Adwaita-Dark theme and the
preview of HTML mails is using a black font color on a dark grey

I would like to change the default background color
of HTML mails to something lighter. Is that still possible with
~/.config/gtk-3.0/gtk.css?
While it's CSS, it's not gtk's CSS, but HTML CSS, managed by WebKitGTK.
You cannot easily change those colors (see the referenced bugs and the
fix itself). You can write your own plugin to change it, though, see:

(if you've Evolution 3.42.2+).
