While it's CSS, it's not gtk's CSS, but HTML CSS, managed by WebKitGTK.
You cannot easily change those colors (see the referenced bugs and the
fix itself). You can write your own plugin to change it, though, see:
https://wiki.gnome.org/Apps/Evolution/Extensions#Preview_and_WebKit_Editor_plugins
(if you've Evolution 3.42.2+).
