If you want to compile (=develop) stuff then you need development
packages. "libebook-1.2" is not a development package.
"libebook1.2-dev" (or so) would be, if I interpret
https://packages.ubuntu.com/focal/libebook-1.2-20 correctly. If not,
then please feel free to contact Ubuntu how they name their packages.
