IIUC the above link shows that some distros at the moment provide a
distro release, with the latest version of Evolution, that doesn't
necessarily mean that they always stay close to upstream.
Roughly speaking there are two kind of distros, release model distros
and rolling release model distros.
I'm using Arch Linux. Debian Sid for example is kind of a rolling
release, but not always that close to upstream. Arch Linux is a real
rolling release, most of the times in complete sync with upstream.
However, the Arch Linux approach has got some pitfalls. Funny enough in
my experiences Arch usually is way more stable, than almost all other
distros, but OTOH Arch Linux is everything but user-friendly and apart
from this, it too, could become unstable.
What distro a user should chose depends on the skills of the user, the
use case and some other things to consider.
