Yes that is the same page I referred to, which as far as I know is the
official GNOME Evolution page. I guess there might be others, so
therefore the confusion. Sorry about that.
I still cannot find where it provides information on how to go about
submitting a change request. I can see where to submit a bug, but not a
change request.

It is not clear on the GNOME Evolution web page where to submit

for me.
Please provide a link which "GNOME Evolution web page" you refer to.
https://wiki.gnome.org/Apps/Evolution provides such information.
You can also find "How to report bugs" under "Help 🡒 Contents" i
n Evolution itself.
Request to change the Evolution settings window.
In general you can propose software changes in
https://gitlab.gnome.org/GNOME/evolution/issues/new
See
https://wiki.gnome.org/Community/GettingInTouch/Bugzilla/Guidelines
for info to provide (version, steps to reproduce).
For the records,
https://help.gnome.org/users/evolution/stable/mail-composer-reply.html
deliberately does not provide an Etiquette on reply styles as
preferred
styles depend on environments (corporate; mailing list; etc).
Thanks,
andre
