yes, flatpak version of Evolution and Help->about says 3.32.5 (flatpak git2ee5104) 

That's what installed when I followed the directions here

Nothing appears in the preview section.

It sounds like a bug.

Where do I need to go to edit the contents of the signature dropdown

?

Open Edit->Preferences->Composer Preferences->Signatures tab and

add/modify/delete any signature there.
