You provide that in the mailto parameter:
  evolution "mailto:jdoe example com?attach=/etc/passwd"

So in this case I guess the exec line should be:
 Exec=evolution "mailto:?attach=%F";

(will probably not work if the filename contains special chars, as you
probably would need them urlencoded)
